Điều 34. Tăng cường đào tạo, bồi dưỡng đội ngũ cán bộ tại chỗ (gồm cả cán bộ người dân tộc và người Kinh), khuyến khích cán bộ miền xuôi (kể cả cán bộ các ngành Trung ương và địa phương) lên công tác lâu dài ở miền núi.
Để khuyến khích cán bộ nói chung công tác ở miền núi, Hội đồng Bộ trưởng quyết định một số chủ trương mới như sau:
- Nâng mức phụ cấp khu vực cho cán bộ công tác tại vùng cao, biên giới, hải đảo và nơi có nhiều khó khăn của miền núi, có phân rõ mức độ phụ cấp cho cán bộ công tác ở huyện, xã, bản: nâng mức phụ cấp khu vực 25% hiện nay lên đến 35% và mức 20% lên đến 25%.
- Cán bộ hành chính, sự nghiệp công tác tại vùng cao, biên giới, hải đảo, nơi có nhiều khó khăn và những cán bộ tham gia hai cuộc kháng chiến và các cán bộ người dân tộc có thời gian công tác trên 15 năm được hưởng phụ cấp thâm niên.
- Thực hiện chính sách trợ cấp một lần cho công nhân, viên chức học sinh mới ra trường quê ở miền xuôi lên công tác ở miền núi, cho các cán bộ người dân tộc đang công tác ở xã được điều lên công tác ở huyện, tỉnh với số tiền đủ mua (theo thời giá) 1 áo bông, 1 chăn bông, 1 màn cá nhân.
- Cán bộ đã công tác ở miền núi được tính thêm hệ số thời gian công tác theo chế độ hiện hành. Đối với những cán bộ miền xuôi lên công tác ở miền núi, khi nghỉ hưu hoặc mất sức muốn trở về quê cũ thì chính quyền địa phương nơi đi và nơi đến có trách nhiệm giải quyết và tạo điều kiện thuận lợi trong việc di chuyển và sắp xếp nơi ăn, ở và đăng ký hộ khẩu.
- Cán bộ, công nhân viên chức công tác ở miền núi được cấp đất làm nhà, làm kinh tế gia đình theo chính sách của Nhà nước và được vay vốn làm nhà với lãi suất ưu đãi và trả dần trong một số năm.
- Ưu tiên phân bố chỉ tiêu đi học tập, tham quan, chữa bệnh hay hợp tác lao động ở các nước ngoài.
- Nâng mức sinh hoạt phí của Chủ tịch Uỷ ban nhân dân xã và cán bộ tương đương ở vùng cao bằng mức lương của Trưởng ngành huyện. Ban Tổ chức của Chính phủ quy định chức danh và mức trợ cấp cho Trưởng bản ở những xã vùng cao của miền núi.
Bộ Lao động - Thương binh và Xã hội, Ban Tổ chức của Chính phủ quy định địa bàn và hướng dẫn việc thực hiện các chính sách nói trên.

TỔ CHỨC THỰC HIỆN
Điều 35. Các ngành Trung ương và các địa phương căn cứ vào những quy định trên đây, với chức năng được phân công, khẩn trương xây dựng các chính sách, quy định cụ thể và văn bản hướng dẫn thực hiện trình Hội đồng Bộ trưởng đúng thời gian quy định để tổ chức thực hiện trong năm 1990.
Điều 36.
