Quy luật giá trị và quan hệ hàng hóa tiền tệ ở một góc độ nào đó còn chưa phát huy hết vai trò và tác dụng của nó. Tất cả đang tạo ra những ảnh hưởng ngược chiều cho việc hoạch định và thực hiện các chính sách, hệ thống luật pháp trong phát triển kinh tế thị trường, hội nhập quốc tế ở Việt Nam.
