Đại diện bộ phận được đánh giá cho rằng, việc này đã được thỏa thuận trước đó với PKH. Đại diện đoàn đánh giá cho rằng, nên có bằng chứng để chứng minh việc PKH đồng ý cho gia hạn các NVSX này.
