Trong buổi tiếp Thủ hiến bang Hessen tại trụ sở Bộ Ngoại giao ngày 04/10/2012, Bộ trưởng Phạm Bình Minh hoan nghênh ông Phôn-cơ Bu-phi-ê sang thăm Việt Nam, đánh giá cao việc Lãnh đạo bang Hessen và cá nhân ông Thủ hiến đã quan tâm ưu tiên và tích cực thúc đẩy quan hệ với Việt Nam; khẳng định trong tổng thể quan hệ đối tác chiến lược với Đức, Việt Nam luôn coi trọng quan hệ hợp tác với bang Hessen và coi đây là mối quan hệ hợp tác kiểu mới giữa Việt Nam với các địa phương của Đức.
Thủ hiến bang Hessen bày tỏ vui mừng lần đầu tiên sang thăm Việt Nam và tận mắt chứng kiến những thành tựu kinh tế - xã hội mà Việt Nam đã đạt được trong thời gian qua, cho rằng Việt Nam đã nhanh chóng trở thành một trong những nền kinh tế phát triển năng động nhất khu vực Đông Nam Á; hai nước Việt Nam và Đức có nhiều tiềm năng và thế mạnh có thể bổ trợ cho nhau.
Hai bên chia sẻ đánh giá quan hệ hợp tác giữa Việt Nam và bang Hessen đang phát triển rất sôi động, nhất là trong các lĩnh vực kinh tế - thương mại - đầu tư và giáo dục. Tuy nhiên, hai bên cho rằng còn nhiều tiềm năng và cơ hội để hợp tác hiệu quả hơn nữa, nhất là trong các lĩnh vực mà bang Hessen có thế mạnh và Việt Nam có nhu cầu như dược phẩm, hóa chất, cơ khí chính xác, ô tô, tài chính - ngân hàng.
Hai bên nhất trí tạo điều kiện cho các doanh nghiệp của nhau đầu tư, kinh doanh thuận lợi tại thị trường của mỗi bên. Bộ trưởng Phạm Bình Minh đề nghị Chính quyền bang Hessen tiếp tục khuyến khích, hỗ trợ các doanh nghiệp của bang sang đầu tư tại Việt Nam. Thủ hiến bang Hessen bày tỏ mong muốn sẽ có thêm nhiều doanh nghiệp Việt Nam chọn bang Hessen là điểm đến để đầu tư, kinh doanh trong thời gian tới. Phía Hessen khẳng định tiếp tục ủng hộ Việt Nam trong quá trình triển khai Dự án phát triển trường Đại học Việt - Đức (do bang Hessen khởi xướng) là dự án ưu tiên của hai nước trong lĩnh vực giáo dục – đào tạo, trở thành một trường đại học tiêu biểu, có đẳng cấp cao trong khu vực và hỗ trợ Việt Nam trong lĩnh vực đào tạo nghề nhằm cung cấp nguồn nhân lực chất lượng cao cho các doanh nghiệp Đức và Việt Nam.
Trước đó, tại Nhà khách Chính phủ, Phó Thủ tướng Nguyễn Thiện Nhân và Thủ hiến bang Hessen đã ký Bản Ghi nhớ về Hợp tác ưu tiên giữa Việt Nam và bang Hessen, tạo ra khuôn khổ mới thúc đẩy quan hệ hợp tác giữa Việt Nam và bang Hessen ngày càng đi vào chiều sâu và mở rộng sang nhiều lĩnh vực hơn nữa trong thời gian tới.
Hessen là một trong những bang có tiềm lực kinh tế lớn hàng đầu của Đức với tổng sản phẩm quốc nội (GDP) năm 2011 đạt gần 300 tỷ USD. Đông đảo các doanh nghiệp lớn của bang Hessen đã có mặt tại Việt Nam như tập đoàn Braun Melsungen, Merck, Messer Group,... Kim ngạch thương mại giữa Việt Nam và bang Hessen năm 2011 đạt trên 970 triệu USD, tăng gấp hai lần so với năm 2010
