Môi trường chính trị: Tiêu dùng xanh được chính phủ đề cập lần đầu tiên trong chiến lược về tăng trưởng xanh vào tháng 9/2012, ngoài ra chính phủ cũng đang xây dựng chương trình phát triển xanh tầm nhìn 2020. Về pháp lý, Việt Nam tham gia Tuyên ngôn quốc tế và Kế hoạch hành động quốc gia về sản xuất và tiêu dùng bền vững năm 1999, với các văn bản pháp luật về liên quan đến bảo vệ quyền lợi người tiêu dùng; Luật sử dụng năng lượng tiết kiệm, hiệu quả…Một số chương trình cụ thể đã được chính phủ thực hiện: Chương trình Nhãn sinh thái (Bộ tài nguyên và môi trường); Chương trình Nhãn tiết kiệm năng lượng (Bộ công thương); Nhãn sinh thái cho ngành du lịch…
