+ Tập trung nguồn lực cho nghiên cứu phát triển và chuyển giao công nghệ năng lượng tái tạo, đầu tư khảo sát và xây dựng cơ sở dữ liệu của các nguồn năng lượng tái tạo cho mục đích dài hạn.
- Phát triển và sử dụng nguồn năng lượng tái tạo để cung cấp nhiệt năng:
+ Tăng cường hỗ trợ hoạt động đầu tư, nghiên cứu, phát triển và sử dụng nguồn năng lượng tái tạo cho mục đích sử dụng nhiệt nhằm giảm sử dụng nhiên liệu hóa thạch và bảo vệ môi trường.
+ Chính phủ hỗ trợ giai đoạn đầu một phần chi phí để khuyến khích lắp đặt và phát triển các công nghệ năng lượng tái tạo cho sản xuất và sử dụng nhiệt có hiệu quả và bền vững trên cơ sở đảm bảo tiêu chuẩn và chất lượng theo quy định để đáp ứng các mục tiêu đề ra.
