Mặc dù công tác tuyên truyền, giáo dục về ý thức và văn hóa khi tham gia giao thông tại các trường học đã được chú trọng đẩy mạnh trong nhiều năm qua, nhưng những vi phạm, gây tai nạn giao thông ở đối tượng học sinh, sinh viên vẫn không thuyên giảm và đây thực sự là vấn nạn khiến dư luận xã hội quan ngại.

Trong tổng số 10.140 vụ tai nạn giao thông, có 37% vụ liên quan đến đối tượng dưới 24 tuổi.

Tại thành phố Hồ Chí Minh, từ năm 2005-2010 có tới gần 2.000 trường hợp học sinh, sinh viên vi phạm an toàn giao thông, trong đó 1.300 trường hợp bị xử phạt hành chính và 7 trường hợp bị khởi tố do vi phạm luật an toàn giao thông gây hậu quả nghiêm trọng.
