Giai đoạn 2013-2014, tốc độ tăng trưởng lại tăng khá cao 124,4%, tăng so với giai đoạn 2012-2013 là 35%, bởi năm 2014 nền kinh tế thế giới đã có dấu hiệu phục hồi, chính sách kinh tế của EU đã cởi mở hơn đối với Việt Nam. Từ chỗ EU coi nền kinh tế Việt Nam là một nền kinh tế phi thị trường thì nay EU đã coi nền kinh tế Việt Nam là nền kinh tế thị trường và cho Việt Nam hưởng chương trình ưu đãi thuế quan phôt cập (GSP) và quy chế ưu đãi tối huệ quốc (MFN). Mặt khác, các doanh nghiệp xuất khẩu thủy sản Việt Nam cũng đã chú trọng hơn về chất lượng đảm bảo, mẫu mã, chủng loại thủy sản theo tiêu chuẩn mà các nước nhập khẩu EU đưa ra.
