Là vùng kinh tế trọng điểm phía Nam, Bà Rịa – Vũng Tàu nơi hội tụ nhiều tiềm năng phát triển kinh tế biển như: Khai thác dầu khí, và khai thác - chế biến hải sản, đặc biệt phát triển Dịch vụ du lịch mạnh,… Chính vì thế,rất nhiều thành phần xã hội ở nhiều tỉnh trong nước và nước ngoài đến làm kinh tế, sinh sống, du lịch... Tốc độ tăng trưởng kinh tế (GDP) phát triển nhanh chóng làm thay đổi lối sống của dân chúng...., nhiều vấn đề xã hội nảy sinh hay gia tăng như nghiện ma túy, nghiện rượu, hậu quả của tai nạn giao thông, ô nhiễm môi trường và thức ăn nhiễm bẩn...., gây ra đã để lại di chứng tâm thần các loại.
Bà Rịa-Vũng Tàu chỉ có một Trung tâm xã hội được thành lập theo Quyết định số 137/QĐUBND.TCHCSN ngày 28/3/1998 của UBND tỉnh. Có các chức năng nhiệm vụ: Tiếp nhận, quản lý, chăm sóc, nuôi dưỡng người tâm thần đi trên đường phố không nhớ nguồn gốc gia đình, người thân hoặc người khuyết tật, người lang thang không nơi nương tựa..., được các xã, phường, thị trấn tập trung vào để điều trị, chăm sóc và nuôi dưỡng. Phần lớn họ là con, em các gia đình thuộc hộ nghèo, có hoàn cảnh đặc biệt khó khăn, không có điều kiện quản lý, chưa có kỹ năng chăm sóc kể cả kinh phí chữa trị, nuôi dưỡng.
B. Lý do nghiên cứu
Bệnh tâm thần được tổ chức WHO đánh giá là những bệnh có tác động nặng nề tới sự phát triển không chỉ đối với cá nhân mà đối với cả sự phát triển của xã hội và nó đòi hỏi chi phí tốn kém. Chỉ riêng ở Anh năm 2007 người ta ước tính hết 48.6 tỷ bảng Anh cho chăm sóc sức khỏe tâm thần và dự toán đến 2026 cần tới 60.69 tỷ bảng Anh (McCrone et al., 2008). Tại Việt Nam theo số liệu của đề án 1215 về chăm sóc sức khỏe tâm thần, kinh phí dự kiến cho thực hiện đề án khoảng trên 8.000 tỷ đồng với sự tham gia từ nhiều nguồn: Ngân sách nhà nước, địa phương, cộng đồng và các tổ chức quốc tế.
Hiện nay ở Việt Nam nói chung và tỉnh BR –VTnói riêng trong bối cảnh số lượng người mắc các chứng rối loạn tâm thần ngày một gia tăng, song mạng lưới cơ sở phòng và điều trị, chăm sóc và phục hồi chức năng cho người tâm thầncòn rất thiếu nhất là số lượng nhân viên chuyên nghiệp nghề CTXH, đồng thời thiếu cả về cơ sở vật chất; Trình độ chuyên môn của các cán bộ tham gia quản lý cũng như chăm sóc các nhóm đối tượng còn rất hạn chế, chủ yếu dựa vào kinh nghiệm và tình thương. Ở một số Trung tâm có chức năng tiếp nhận, quản lý, nuôi dưỡng, chăm sóc người tâm thần cũng mới chỉ dừng lại quản lý hành chính hoặc tập trung vào phát thuốc cho người bệnh đã từng điều trị ở các bệnh viện chuyên khoa tâm thần chuyển về nuôi dưỡng là chủ yếu.
