Trong quá trình thi công cọc của đoạn hạ dốc vào Đề Pô, ống siêu âm và khoan lõi của cọc số 28 bị tắc nên không thể thí nghiệm siêu âm, khoan lõi được. Vì vậy, cọc số 28 tại đoạn hạ dốc vào Đề Pô đã không đảm bảo điều kiện để làm việc của một cọc bình thường và do vậy được coi là cọc hỏng (vui lòng tham chiếu Biên bản không tuân thủ số 7, mã CP01-NCR-0007, mở ngày 07/02/2015 trong tài liệu đính kèm).
Để đảm bảo sự làm việc bình thường của kết cấu đoạn hạ dốc vào Đề Pô, nhà thầu Daelim đã đề xuất thiết kế cọc bổ sung (28a) cùng các tính toán kiểm chứng cần thiết, thể hiện trong tài liệu Thuyết minh thiết kế thay đổi kết cấu đoạn hạ dốc vào Đề Pô do sai sót trong quá tình thi công cọc khoan nhồi số 28, mã tham chiếu DLM-IMP-TRE-WVO-J01-30242-E/V. Kết quả tính toán kiểm chứng cho thấy phương án đề xuất đã đáp ứng đầy đủ các yêu cầu kỹ thuật như độ bền và độ ổn định của công trình.
Việc thay đổi thiết kế này sẽ làm phát sinh chi phí liên quan. Tất cả khối lượng tăng thêm do thay đổi thiết kế sẽ hoàn toàn do Nhà thầu chịu trách nhiệm. Chi tiết khối lượng thay đổi sẽ được chỉ rõ trong các bản vẽ thiết kế thi công liên quan.
Vì vậy, bằng thư này, chúng tôi kính đề nghị quý Ban phê duyệt thay đổi thiết kế cho hạng mục cọc bù số 28 tại Đoạn hạ dốc vào Đề Pô nói trên.
