Hệ thống Quản lý cán bộ công chức bao gồm 3 khối chức năng:
- Quản lý nghiệp vụ chính: cho phép quản lý các nghiệp vụ chuyên môn liên quan đến hồ sơ, công việc của cán bộ công chức, cũng như các hoạt động liên quan trong quá trình công tác của cán bộ
- Quản trị hệ thống: cho phép quản lý người dùng, phân quyền thực hiện các chức năng
- Báo cáo thống kê & tiện ích: cho phép thực hiện khai thác dữ liệu về cán bộ, công chức, viên chức, nhân viên bệnh viện theo các biểu mẫu qui định và theo tùy biến yêu cầu nghiệp vụ, cũng như hỗ trợ các tiện ích trong quá trình sử dụng hệ thống

Management system of civil servants contained three functional blocks:-Management of main services: provides professional management relating to the profile, the work of civil servants, as well as other related activities in the course of the work of cadres -System administrators: allow managing user permissions, perform the functions-Reports & statistics utility: allows to perform data mining on public servants, hospital staff according to the stipulated form and customized business requirements as well as assist the utility in the course of using the system

Management system consists of civil servants 3 functional blocks:
- Manage primary services: allows managing the profession related to records, the work of civil servants, as well as activities involved in the work of the staff
- System Administration: Allows user management, decentralized implementation functions
- Statistical Reporting & Utilities: Allows perform data mining on officials civil servants, officials, hospital staff follow the form and according to custom business requirements, as well as support facilities in the process of using the system
