Việt nam vẫn còn nhiều hạn chế về kỹ thuật chế biến dầu, vì vậy mặc dù có nguồn dầu mỏ dồi dào nhưng nước ta chủ yếu chỉ sản xuất dầu thô và phải nhập khẩu dầu đã qua chế biến từ nước ngoài về để phục vụ nhu cầu trong nước. Nước ta có một số nhà máy lọc dầu như Dung Quất, Nghi Sơn,... tuy nhiên những nhà máy này chỉ đáp ứng được khoảng 35% nhu cầu trong nước. Trong khi đó, đối với một quốc gia đang phát triển và có dân số ngày càng đông như ở Việt Nam thì nhu cầu sử dụng dầu mỏ cho các ngành công công nghiệp và giao thông ngày càng tăng, theo OPEC thì đến năm 2025 nguồn tài nguyên dầu sẽ không còn đủ để cung cấp.
Để đáp ứng được khoảng 50% nhu cầu trong tương lai thì nhà lọc dầu Dung Quất sẽ được nâng cấp để đạt công suất 9,5 triệu tấn/năm, ngoài ra họ còn ứng dụng công hóa dầu hiện đại đầu tiên ở Việt Nam. Từ năm 2010, PVN đã có những mỏ được khai thác ở mức sâu hơn 200m so với mực nước biển.
