Cách đây một năm, trước thời điểm Việt Nam được kết nạp vào Tổ chức Thương mại Thế giới (WTO), nhiều cuộc hội thảo đã liên tục diễn ra với các chủ đề mang tầm vóc vĩ mô như “Ra biển lớn”, “Cạnh tranh toàn cầu”, “Lợi thế hội nhập”…

Có hội thảo chỉ diễn ra trong nửa ngày nhưng tập trung đến mấy chục tham luận của các chuyên gia đầu ngành, các chủ doanh nghiệp có tên tuổi về các vấn đề rất bao quát như vai trò Việt Nam với tư cách thành viên thứ 150 của WTO; “thế giới phẳng” trong những cuộc cạnh tranh sống còn; cơ hội và thách thức khi toàn cầu hóa đang diễn ra rộng khắp…

Người tham dự, chủ yếu là giới doanh nhân, luôn cảm thấy như đang mang một trọng trách lớn với lịch sử dân tộc, phải đặt dấu ấn thương hiệu Việt Nam lên bản đồ cạnh tranh toàn cầu!

Tuy nhiên, đằng sau những lời cổ động hào hứng ấy, nhiều người đã băn khoăn về tính thiết thực của thông tin cung cấp từ các hội thảo. Vẫn chưa có những chỉ dẫn thiết thực về cách ứng phó cho doanh nhân khi “dong thuyền ra khơi gặp sóng lớn”. Những lời động viên, hô hào mới dừng lại ở mức đề cao tinh thần “tự tôn” dân tộc. Rốt cuộc, chỉ người nghe là chịu trận vì chẳng thâu nhận được một bài học thực tiễn.

Cái tinh thần đón mừng hội nhập ấy gần đây như vẫn còn được tiếp diễn ở các kỳ lễ hội doanh nhân ồn ào và các cuộc trao danh hiệu, giải thưởng doanh nghiệp nặng tính hình thức.

Ngày Doanh nhân 13/10 vừa qua, một chương trình hội thảo-lễ hội trọn ngày tuy gây được tiếng vang về tầm vóc vĩ mô của hội thảo (buổi sáng), nhưng cũng đã không tránh khỏi điều tiếng trong phần lễ hội (buổi tối). Được biết, tuy đã công bố nhà tài trợ cụ thể ở từng hạng mục nhưng ban tổ chức vẫn quyết định bán vé, dưới hình thức “passport ra biển lớn”, cho khoảng 500 khách tham dự với giá 1 triệu đồng/vé.

Thế nên, nhiều doanh nhân đến tham dự nhưng lòng vẫn không khỏi thắc mắc về lời hứa của ban tổ chức: tiền lời thu được từ tổ chức lễ hội sẽ đem đi cứu trợ các nạn nhân trong vụ sập nhịp dẫn cầu Cần Thơ!

Khác với không khí rạo rực ở thời điểm… chuẩn bị hội nhập, các cuộc hội thảo nhân dịp một năm Việt Nam gia nhập WTO giờ lại đìu hiu vắng vẻ. Cũng không lạ, giới doanh nhân giờ đây đã cảm nhận chuyện hội nhập một cách tỉnh táo hơn và do đó, họ không còn dễ chấp nhận những thông tin xa rời đời sống doanh nghiệp.

Tại một hội thảo mới đây, một cựu quan chức Bộ Thương mại cho biết hệ thống pháp luật thực hiện cam kết WTO đã được hoàn thiện. Trong đó, đáng chú ý là việc sửa đổi và bổ sung 30 luật và pháp lệnh thực hiện cam kết WTO; ban hành nghị định hướng dẫn Luật Đầu tư; sửa đổi các văn bản dưới luật không đồng bộ từ Trung ương đến địa phương.

Thông tin như thế có thể được xem là cụ thể nhưng sẽ thiết thực hơn nếu doanh nhân, đối tượng tham dự hội thảo trên, được biết về thời điểm phổ biến và nội dung cụ thể của các văn bản này. Quan trọng hơn, những thay đổi này sẽ tác động thế nào đến việc làm ăn của doanh nghiệp trong nước.

Trong tình hình này, có lẽ điều doanh nghiệp cần biết là những chỉ dẫn và cơ hội rõ ràng; không phải những hô hào, động viên hình thức; cũng không phải những danh hiệu, giải thưởng được trao đại trà. Tác động của WTO có thể phải nhiều năm sau mới thấy rõ, nhưng “tinh thần” WTO thì không thể mãi là những khái niệm… trừu tượng?
