Thứ ba, FTA với EU, Hiệp định TPP… hướng tới những tiêu chuẩn cao với nhiều lĩnh vực mà đến nay Việt Nam chưa có cam kết quốc tế. Vì vậy, chúng tôi đề nghị các bạn hỗ trợ Việt Nam nâng cao năng lực để chúng tôi có thể thực hiện tốt cam kết, đặc biệt trong các lĩnh vực kinh tế - thương mại mới. Các cơ quan liên quan của Việt Nam sẵn sàng trao đổi với các bạn về những lĩnh vực hợp tác cụ thể.
Thứ tư, chúng tôi luôn lắng nghe ý kiến của các bạn để cải thiện môi trường kinh doanh trong nước ngày càng thuận lơi, minh bạch và nhanh chóng hơn. Đề nghị các bạn tiếp tục đóng góp thiết thực, nhất là đối với quá trình hoàn thiện khuôn khổ pháp luật kinh tế - thương mại Việt Nam theo tiêu chuẩn mới của các FTA.
Xin ngài cho biết nền kinh tế và các kế hoạch kinh tế của Việt Nam sẽ bị tác động như thế nào nếu TPP không được thông qua? Xin ngài đánh giá về những rào cản hiện nay khiến tiến trình đàm phán TPP không đạt được tiến triển mới, cần phải làm gì để vượt qua những rào cản này?
Các hiệp định thương mại nói chung và TPP nói riêng được kỳ vọng sẽ giúp mở rộng tiềm năng hợp tác giữa Việt Nam với các đối tác. Tuy nhiên, TPP cũng đặt ra những vấn đề mới, phức tạp mà Việt Nam phải xử lý, như quy tắc xuất xứ, các biện pháp kiểm dịch động thực vật, lao động, môi trường…trong khi hệ thống pháp luật còn một số bất cập, chưa đáp ứng được tiến trình hội nhập sâu rộng hiện nay, đồng thời năng lực thực thi cũng còn một số hạn chế.
Việt Nam chia sẻ các mục tiêu của Hiệp định TPP và sẵn sàng cùng các nươc TPP nỗ lực thúc đẩy hoàn tất đàm phán trong thời gian sớm nhất. Đồng thời, chúng tôi đã, đang và sẽ tiếp tục nỗ lực triển khai chính sách mở cửa, hội nhập quốc tế, đẩy mạnh cải cách pháp lý, thể chế kinh tế, coi đây là động lực chính để thúc đẩy tăng trưởng và phát triển trong giai đoạn hiện nay.
Hiệp đinh TPP là một liên kết tiêu chuẩn cao, với sự tham gia của nhiều nên kinh tế có trình độ phát triển và thể chế chính trị khác nhau. Trên cơ sở những tiến triển tích cực đạt được tại Hội nghị Bộ trưởng TPP gần đây, tôi tin tưởng, trong thời gian tới, các thành viên sẽ tiếp tục nỗ lực, tăng cường trao đổi để tìm được giải pháp “cùng thắng” đối với những lĩnh vực khó, phức tạp nhằm sớm kết thúc đàm phán và bảo đảm TPP là một hiệp định toàn diện và cân bằng.
