Năm 1990, Bộ Giáo dục và Đào tạo đã tổ chức hội thảo với sự tài trợ của ILO nhằm tìm hiểu khả năng ứng dụng phương thức đào tạo nghề theo mô đun kỹ năng nghề ( Module of Employable Skills – MES) ở Việt Nam. Tháng 5 năm 1992 trung tâm phương tiện kỹ thuật dạy nghề (CREDEPRO) cũng đã tổ chức cuộc hội thảo về phương pháp tiếp cận đào tạo nghề theo MES với tài trợ của UNDP. Năm 1993-1994, Vụ trung học chuyên nghiệp và dạy nghề, Bộ Giáo dục và đào tạo đã tổ chức xây dựng 5 bộ chương trình dạy nghề ngắn hạn theo MES và đã thực nghiệm ở một số trung tâm dạy nghề và trường dạy nghề.

In 1990, the Ministry of education and training has held workshops with funding from ILO to explore the possibility of application of methods for vocational training under vocational skills modules (Modules of Employable Skills-MES) in Vietnam. In May 1992 the Center vocational technical means (CREDEPRO) has also organized workshops on vocational training approaches according to MES with funding from UNDP. In 1993-1994, the Service Professional and vocational high schools, the Ministry of education and training has organized to build five short term vocational programs according to MES and experimented in a number of vocational centres and vocational schools.
