PHÁT HUY TIỀM NĂNG TP.HCM NHẰM TẬN DỤNG CƠ HỘI TPP CỦA VIỆT NAM ĐỂ CHUYỂN DỊCH CƠ CẤU KINH TẾ THÀNH PHỐ PHÁT TRIỂN BỀN VỮNG.

Trước tiên, Tôi đồng tình rất cao và rất vui mừng với báo cáo kế hoạch 2016 của UBND TP về nhiều giải pháp mới, trong đó chú trọng đến giải pháp lấy khoa học công nghệ làm động lực phát triển, với nhiều giải pháp đào tạo nguồn nhân lực chất lượng cao, giải pháp tập trung tháo gỡ khó khăn cho doanh nghiệp, đặc biệt là sự đổi mới về môi trường thu hút đầu tư trong giai đoạn hội nhập mới.
Tuy nhiên, kinh tế TP 2015 duy trì tốc độ tăng trưởng khá nhưng năng lực cạnh tranh còn thấp, chưa phát huy hết tiềm năng, tiềm lực để phát triển.
Công nghiệp Thành phố tuy có tăng trưởng chủ yếu là từ giá trị sản xuất nhưng giá trị gia tăng chưa tương xứng. Khoa học công nghệ đã được lãnh đạo Thành phố định hướng là một trung tâm khoa học công nghệ của cả nước và khu vực, nhưng chuyển dịch cơ cấu kinh tế còn chậm, chưa tạo được sản phẩm chủ lực mang tính cạnh tranh cao. Nguồn thu Thành phố vẫn dựa vào dầu thô, từ chuyển quyền sử dụng đất, chuyển nhượng nhà thuộc sở hữu Nhà nước. Trong sắp tới, những nguồn thu chính hiện nay sẽ bị giảm do cắt giảm thuế quan, Cảng và Sân bay sẽ bị di dời,….

Với hiệp định đối tác kinh tế chiến lược xuyên Thái Bình Dương (TPP) vừa ký kết, GDP Việt Nam sẽ tăng thêm 35,7 tỷ USD vào năm 2025 (dự báo của giáo sư Peter A.Petri - Đại học Brandeis - Hoa Kỳ) và kim ngạch xuất khẩu ngành dệt may tăng gấp đôi so với hiện nay, vào năm 2020 sẽ đạt 50 tỷ USD. Năm 2016 được dự báo sẽ có sự tăng trưởng mạnh về xuất khẩu và sự gia tăng mạnh về đầu tư nước ngoài vào Việt Nam. Đây sẽ là cơ hội không nhỏ cho Thành phố để tái cấu trúc nền kinh tế nhằm đẩy mạnh xuất khẩu sản phẩm có giá trị gia tăng, thu hút đầu tư mới và tăng trưởng toàn diện, nhất là những ngành như điện tử, nông nghiệp, sinh học, dược phẩm, dệt may thời trang, tài chính, ngân hàng….
Với bối cảnh mới và dự kiến TPP có hiệu lực vào 2018, để đạt mục tiêu “Phát huy tiềm năng Tp.HCM nhằm tận dụng cơ hội TPP của Việt Nam để chuyển dịch cơ cấu kinh tế Thành phố phát triển bền vững”, nhằm đảm bảo nguồn thu của Thành phố ổn định và tăng trưởng cao trong tương lai, Tôi xin kiến nghị 3 giải pháp trụ cột sau:
1. Xây dựng thương hiệu TP.HCM thông qua hiệp định TPP.
2. Nâng cao năng lực cạnh tranh bằng khoa học công nghệ hướng về Công nghiệp xuất khẩu.
3. Xây dựng Thành phố thành Trung tâm thời trang vùng Viễn Đông.

Đề xuất

THỨ NHẤT: XÂY DỰNG THƯƠNG HIỆU TP.HCM THÔNG QUA HIỆP ĐỊNH TPP:
​TP.HCM sẽ được quốc tế biết nhiều hơn và GDP sẽ tăng trưởng mạnh hơn khi chúng ta vận động thành công để TPP đặt văn phòng hành chính chi nhánh tại đây; Thực tiễn cho thấy khi văn phòng của WTO đặt tại Geneva (Thụy Sĩ) hoặc OPEC đặt tại Vienna (Áo) thì các địa phương đó khẳng định được tiềm năng và sức mạnh toàn diện cũng như sự tiến bộ của quốc gia đó trên trường quốc tế, đặc biệt là sức mạnh kinh tế. Thiết nghĩ TP.HCM có thể làm được điều này vì: (1) Việt Nam là đối tác chiến lược với Hoa Kỳ và Việt Nam có kim ngạch xuất khẩu dệt may đứng thứ 2 trên thế giới; (2) Việt Nam có nền kinh tế - chính trị - xã hội ổn định; (3) TP.HCM là trung tâm thương mại của cả nước. Nếu Thành phố thực hiện được điều này, chắc chắn:
- Các hội nghị và triển lãm quốc tế liên quan đến TPP được ưu tiên tổ chức tại Thành phố.
- Sẽ thu hút nhiều hơn nữa các tổ chức phi chính phủ quốc tế, các tập đoàn và thương hiệu lớn trên thế giới đến đặt trụ sở hoặc văn phòng khu vực.
- Tâm điểm thu hút đầu tư của các tập đoàn đầu tư với nhiều chuyên gia phát triển về công nghệ cao tại Thành phố.

Khi đó, sự dịch chuyển cơ cấu kinh tế Thành phố sẽ góp phần phát triển thương mại, dịch vụ, du lịch. Tuy nhiên, để Thành phố được công nhận, các nước trong nội khối TPP sẽ yêu cầu TP HCM cam kết sự thay đổi, đây là lực đẩy để TP.HCM thay đổi mạnh mẽ hơn.

THỨ HAI: NÂNG CAO NĂNG LỰC CẠNH TRANH BẰNG KHOA HỌC CÔNG NGHỆ NHẰM ĐẨY MẠNH CÔNG NGHIỆP THÀNH PHỐ HƯỚNG VỀ XUẤT KHẨU.
​Hiện nay Doanh nghiệp Thành phố đa phần là DN vừa và nhỏ, máy móc thiết bị, công nghệ và trình độ quản lý yếu, thiếu kinh phí để đầu tư máy móc thiết bị mới và kinh phí để khảo sát hết thị trường mới trong TPP. Doanh nghiệp lớn đầu tư công nghệ mới không đầu tư vào Thành phố vì thiếu nguồn lao động chất lượng cao, chi phí thuê mặt bằng cao gấp rưỡi các tỉnh thành khác (Tây Ninh, Bình Dương, Long An, …), cơ sở hạ tầng bất cập, vẫn còn các rào cản về thủ tục hành chánh dẫn đến chi phí doanh nghiệp cao. Trong khi đó, Thành phố lại đang có những thế mạnh chưa được khai thác hết:
(1) Viện nghiên cứu phát triển kinh tế; Sở khoa học - Công nghệ Thành phố tập trung nhiều nhà khoa học và chuyên gia ngành lỗi lạc nhưng sản phẩm tạo ra chưa đi vào nhu cầu thực tế của doanh nghiệp mà chỉ dừng lại ở các đề tài nghiên cứu cho Thành phố, trong khi Doanh nghiệp cần khoa học công nghệ mang tính ứng dụng thực tiễn.
(2) Thành phố là trung tâm chất xám, trí tuệ với: Trên 37 trường đại học công lập, 6 Học viện, đặc biệt, năm 2016 trường Fullbright Hoa Kỳ sẽ được mở tại Thành phố. Tuy nhiên, nguồn nhân lực vẫn chưa đáp ứng cho doanh nghiệp với những ngành công nghiệp phụ trợ và ngành công nghệ cao.
Do vậy, để khoa học công nghệ Thành phố trở thành động lực cho sự phát triển theo định hướng của Lãnh đạo Thành phố, Tôi đề xuất:
1. Lấy doanh nghiệp làm trung tâm để phát triển khoa học công nghệ:
- Có chính sách cạnh tranh để thu hút đầu tư mới máy móc thiết bị, công nghệ cao từ các Tập đoàn quốc tế và doanh nghiệp tron g nước như: Phát triển các định chế tín dụng, quỹ tín dụng ngoài các ngân hàng thường mại, hỗ trợ lãi suất ngân hàng.
- Để có sản phẩm mới từ ứng dụng Khoa học công nghệ, doanh nghiệp phải đầu tư bộ phận Nghiên cứu phát triển, thuê chuyên gia nước ngoài – do vậy cần có chính sách ưu đãi đối với những doanh nghiệp trong nước làm ra được sản phẩm mới có giá trị gia tăng cao ngang tầm Quốc tế và khu vực.
- Có chính sách cho các nhà khoa học trong nước với những đề tài ứng dụng thực tế cho doanh nghiệp.
- Có chính sách tận dụng chuyên gia quốc tế đến đào tạo và chuyển giao công nghệ cho Việt Nam (như tổ chức JICA, JETTRO của Nhật Bản với những chuyên gia đã về hưu, chi phí không lớn)
2. Thành lập Trung tâm hỗ trợ doanh nghiệp nhằm nâng cao giá trị gia tăng trong xuất khẩu, trong đó:
- Kết nối Sở Công thương, Sở Khoa học - Công nghệ, các trường Đại học, Viện nghiên cứu kinh tế Thành phố và các chuyên gia quốc tế bằng việc lập Viện nghiên cứu phát triển và đào tạo, từ đó: Nghiên cứu xu hướng phát triển của từng ngành trên thế giới mà Thành phố định hướng phát triển (Cơ khí chế tạo, điện tử, hóa dược - cao su, chế biến tinh lương thực, ngành công nghiệp phụ trợ); Đưa ra các sản phẩm ứng dụng tiên phong đi đầu tạo giá trị gia tăng; Đào tạo nguồn nhân lực đáp ứng những ngành mũi nhọn Thành phố; Tư vấn cho doanh nghiệp xuất khẩu vào thị trường TPP về: thuế suất, luật chơi, hàng rào kỹ thuật,… tại từng quốc gia. Song song đó, hỗ trợ chi phí doanh nghiệp để xúc tiến vào các thị trường này, đặc biệt là thị trường Nhật, Hoa Kỳ là những thị trường lớn trên thế giới, Hoa Kỳ là quốc gia sẽ giảm 50% thuế suất ngay trong năm đầu tiên TPP có hiệu lực.
- Kết nối doanh nghiệp Việt Nam liên doanh với doanh nghiệp nước ngoài nhằm tạo chuỗi giá trị cung ứng toàn cầu vì hiện nay doanh nghiệp FDI đầu tư vào Việt Nam nhiều nhưng thiếu các vệ tinh cung cấp sản phẩm cho chuỗi giá trị.
Làm được những việc này, khoa học công nghệ sẽ góp phần tạo giá trị gia tăng cao cho sản phẩm, Thành phố sẽ có nhiều sản phẩm chủ lực để xuất khẩu vào TPP, từ đó góp phần đảm bảo nguồn thu ổn định và bền vững.
​Cơ hội thì nhiều nhưng thách thức đối với TP.HCM không nhỏ. Do vậy, Trung tâm hỗ trợ doanh nghiệp sẽ tham mưu cho UBND TP nhiều vấn đề liên quan TPP, trong đó: (1) Tiên liệu trước việc Doanh nghiệp Nước ngoài có thể tranh chấp về pháp lý với chính quyền; Trên thực tế Việt Nam đã từng bị kiện như vụ kiện của công ty South Fork (Hoa Kỳ) năm 2010, vụ kiện giữa DialAsie (Pháp) năm 2011, vụ kiện giữa Sài Gòn Metropolitant (quần đảo Virgin thuộc Anh) đang trong quá trình giải quyết (2) Lập hàng rào kỹ thuật để ngăn chặn việc chuyển dịch máy móc thiết bị cũ từ bên ngoài vào Việt Nam để hưởng lợi TPP (Trung Quốc, Đài Loan, …); (3) Kiểm soát chặt môi trường theo công ước quốc tế; (4) Tiên liệu và có giải pháp khi lao động nước ngoài cạnh tranh với lao động Thành phố theo cam kết với TPP.
