Tiêu chí đề ra của Phương án quy hoạch – kiến trúc cho Dự án là đáp ứng đầy đủ các yêu cầu về nội dung và hình thức; tạo được điểm nhấn đặc biệt cho không gian cảnh quan của khu vực; đồng thời phù hợp với tính chất và chức năng công trình, bảo đảm tính khả thi, bền vững, đạt giá trị sử dụng và thẩm mỹ cao, xứng tầm là biểu tượng chính trị - kinh tế - văn hóa của Thủ Đô và đất nước.
