Chính phủ đã đặt ra chỉ tiêu tăng trưởng GDP năm 2008 là 9%, cao nhất trong 10 năm qua. Có thể nói đây là mục tiêu đầy tham vọng thể hiện ý muốn tăng tốc trong phát triển kinh tế. Tuy nhiên, thực tiễn của năm 2007 cho thấy, bên cạnh những thành tựu đạt được, cũng đã nẩy sinh hàng loạt mâu thuẫn giữa tăng trưởng và ổn định, giữa chất lượng tăng trưởng và chất lượng cuộc sống.
