Trong những năm qua, nội dung cơ bản của chiến lược phát triển Ngành Dầu khí Việt Nam là chuỗi liên kết các khâu : TKTD - khai thác - chế biến - xuất khẩu, trong đó xuất khẩu là nội dung rất quan trọng nhằm nhanh chóng tích lũy vốn cho công nghiệp hóa đất nước nói chung và công nghiệp hóa Ngành Dầu khí nói riêng. Trong đó:
-Cần tiếp tục đẩy mạnh hoạt động khảo sát địa chấn trong nước trên diện rộng, đằng thời phát triển tích cực TKTD ra nước ngoài nhằm bổ sung trữ lượng dầu khí, đủ đáp ứng cho chiến lược khai thác bền vững trong trung hạn và dài hạn. Tiếp tục tăng cường hoạt động quảng bá, thu hút vốn đầu tư nước ngoài,liên kết, hợp tác chặt chẽ quốc tế với các nước đáng tin cậy. Phát huy thế mạnh khi liên kết với Liên bang Nga trong khuôn khổ XNLD Vietsovpetro giai đoạn sau 2015.
- Về khai thác, đẩy mạnh tiến trình tăng trưởng sản lượng diễn ra trong tương lai.
- Xuất khẩu dầu thô phải kết họp chặt chẽ với nhập khẩu sản phẩm xăng dầu trong nước, nhằm đảm bảo an ninh năng lượng quốc gia.
- Xuất khẩu dầu thô nhằm tích lũy vốn cho công nghiệp hóa đất nước cũng như công nghiệp hóa bản thân Ngành Dầu khí.
