4. Đẩy nhanh việc thực hiện, giải ngân vốn đầu tư xây dựng cơ bản
- Đẩy nhanh tiến độ thực hiện các dự án và giải ngân các nguồn vốn xây dựng cơ bản năm 2015. Kiên quyết xử lý, chấm dứt hợp đồng đối với các nhà thầu năng lực kém, thi công chậm tiến độ. Tăng cường kiểm tra chất lượng và tiến độ thực hiện các công trình trên địa bàn từng quý để kịp thời giải quyết khó khăn,vướng mắc cho chủ đầu tư nhằm hoàn thành kế hoạch.
- Thực hiện nghiêm các quy trình, quy định của Luật Đầu tư công. Triển khai xây dựng Kế hoạch đầu tư xây dựng cơ bản năm 2016, Kế hoạch đầu tư công trung hạn 5 năm 2016-2020 đảm bảo theo các Chỉ thị của Thủ tướng Chính phủ và của UBND tỉnh.
- Tập trung xử lý vướng mắc nhằm đẩy nhanh việc bồi thường giải phóng mặt bằng, đẩy nhanh tiến độ các dự án trọng điểm.
- Tăng cường kiểm tra, đôn đốc trong tất cả các khâu từ chủ trương đầu tư, thẩm định dự án, đấu thầu đến triển khai thực hiện. Nâng cao chất lượng và đẩy nhanh công tác thẩm định dự án, thẩm định thiết kế cơ sở, quy hoạch. Thực hiện việc điều chỉnh dự án, gia hạn hợp đồng đảm bảo đúng quy định.
- Rà soát, tổng hợp tình hình quyết toán dự án hoàn thành của các chủ đầu tư, thông báo về các địa phương để đôn đốc, đẩy nhanh tiến độ quyết toán.
- Rà soát, điều chỉnh kế hoạch XDCB năm 2015 đảm bảo đúng tiến độ, nguồn vốn và đối tượng theo quy định. Tích cực thu hút, bổ sung các nguồn vốn để hoàn thành các công trình dở dang, công trình dự kiến hoàn thành năm 2015.
- Tăng cường hoạt động giám sát đầu tư của cộng đồng theo Quyết định số 80/2005/QĐ-TTg ngày 18/4/2005 của Thủ tướng Chính phủ về việc ban hành Quy chế giám sát đầu tư của cộng đồng.
