Lý trình Km 14+500 - Km 15+400 thuộc Gói thầu CW3A- Dự án phát triển giao thông đô thị Hải Phòng đã được Ban QLDA khu vực các công trình giao thông vận tải (Ban QLDA) bàn giao cho Nhà thầu theo biên bản ngày 07/09/2015. Tuy nhiên, trên thực tế chỉ có phần đường và phần đê hiện hữu được bàn giao, các hộ dân bên trái tuyến chưa được đền bù và bàn giao mặt bằng (trung tâm dinh dưỡng Trung Hoa, Công ty Tín Lan, Công ty muối,...).

Sau khi ép cọc thử Nhà thầu sẽ đúc cọc, đồng thời triển khai công tác chuẩn bị ép cọc đại trà. Để thi công được cọc đại trà Nhà thầu phải thực hiện các công việc sau:
- Đóng cừ larsen có cao độ đỉnh cừ cao bằng mặt đê hiện hữu (30/10/15 - 23/11/15);
- Phá dỡ đê hiện hữu (`17/11/15 - 26/11/15);
- Ép cọc đại trà (27/11/15 - 24/02/16);
- Đóng cừ larsen bên trái tuyến (diện tích hiện nay còn vướng mặt bằng) : 24/11/15 - 19/12/15
- Đào đất để thi công các đốt hàm hở từ U4' đến U1' và đốt tường chắn L1', L2' (04/03/16 - 12/06/17)

Để tạo điều kiện thuận lợi cho Nhà thầu tiếp tục triển khai thi công theo đúng tiến độ đã cam kết, kính đề nghị Quý Ban xem xét, hỗ trợ Nhà thầu làm việc với chính quyền địa phương về việc hoàn tất các thủ tục liên quan, bàn giao mặt bằng cho Nhà thầu theo như đề xuất nêu trên.
