Chiến lược phát triển Công nghiệp Việt Nam đến năm 2010, tầm nhìn 2020 đã xác định: Điện tử là ngành công nghiệp tiềm năng, sản phẩm của sự kết tinh công nghệ cao, là ngành có vai trò quan trọng trong việc thúc đẩy nhanh quá trình phát triển “thế hệ công nghiệp thứ hai” làm nền tảng cho sự chuyển dịch sang “thế hệ công nghệ thứ ba” [35]. Khi mà hiệu ứng xuất khẩu sản xuất điện tử của các nước công nghiệp có sức lan tỏa lớn cộng với nhu cầu tiêu dùng thực tiễn, vai trò của ngành điện tử lại càng được khẳng định một cách khách quan.
