Năm 2004, "Chẳng được ai hướng dẫn", đó là tình trạng chung của thanh thiếu niên đối với Công nghệ thông tin nói chung và Internet nói riêng. Việt Nam nói nhiều tới tầm quan trọng của Công nghệ thông tin, nhu cầu nối mạng toàn cầu để hội nhập và phát triển, thậm chí coi việc giới trẻ ngày càng quan tâm và sử dụng Internet nhiều là một biểu hiện của sự nâng cao trình độ tin học và phát triển giáo dục. Nhưng dường như "quá tin tưởng" hay đúng hơn là phó mặc cho khả năng tự tìm tòi của Thanh thiếu niên.
Kể từ khi nước ta phát triển dịch vụ Internet vào năm 1997 thì sự phát triển của công nghệ thông tin là bước chuyển lớn trong nền kinh tế nước nhà. Công nghệ thông tin (CNTT) là động lực thúc đẩy tăng trưởng kinh tế và kích thích tăng lực đổi mới đối với nền kinh tế toàn cầu nói chung và nền kinh tế quốc dân của mỗi nước nói riêng. Với sự phát triển không ngừng của Internet thì nhu cầu về nguồn nhân lực công nghệ thông tin đã trở thành mối quan tâm của tất cả các doanh nghiệp, tổ chức và nhà nước.
