Mãi cho đến thời gian gần đây, khi Việt Nam tham gia nhiều tổ chức, hiệp định trên thế giới thì tính dân chủ mới được chú trọng nhiều hơn, nhiều chính sách đã được biểu quyết thông qua trước khi ban hành
