Một số dự án truyền tải điện đã phải phê duyệt lại dự án đầu tư do trượt giá, việc phê duyệt lại tổng mức đầu tư buộc phải trình qua các cấp có thẩm quyền phê duyệt lại dự án đầu tư từ đầu, mất nhiều thời gian và chi phí chuẩn bị dự án. Các nhóm khảo sát đánh giá đều nhận thấy đấy là điểm bất cập và vướng mắc xảy ra đối với các dự án truyền tải điện khi tiến hành vận động vay vốn ODA đến lúc thẩm định dự án của nhà tài trợ.
