Người dân của 5 thôn được tham gia vào các tiểu dự án từ khâu lựa chọn vấn đề ưu tiên, thiết kế, phê duyệt và triển khai các tiểu dự án của chính thôn mình.
Các thành viên nòng cột được tham gia 1 loạt các khóa tập huấn về phương pháp quản lý cộng đồng đã áp dụng và thực hành những gì mình học được bằng cách họp dân để chia sẻ những kinh nghiệm mình học được, cùng nhau bàn về cách làm tiểu dự án. Tháng 4/2015, nhóm nòng cột của 5 thôn đã gửi bản đề xuất dự án của thôn mình: 4 thôn đề xuất Làm đường (Lũng Lìu, Lũng Lạ, Nà Sẳng và Phiac Cat) và 01 thôn Nà Nhừ làm Cầu bê tông. Đây cũng là lần đầu tiên, các thành viên nhóm nòng cột và người dân của 5 thôn cùng nhau viết một bản đề xuất dự án.
