Theo luật Đấu thầu: việc tổ chức đấu thầu và chấm thầu phải được thực hiện bởi những tổ chức đấu thầu chuyên nghiệp, những cá nhân tham gia phải có chứng chỉ về đào tạo đấu thầu, trình độ chuyên môn phù hợp với yêu cầu của gói thầu. Do vậy việc BQT đứng ra mời thầu và chấm thầu với sự hỗ trợ của các nhân sự của RTCC và INDOVI là không đúng theo luật.
