Mặt khác việc xác định nhu cầu chưa có sự khảo sát thăm dò ý kiến thực tế của bản thân người lao động để xác định nguyên nhân dẫn đến sự yếu kém năng lực về kỹ năng, kiến thức hay khả năng làm việc, hay do chính việc bố trí công việc không phù hợp, hay do động lực làm việc chưa tốt… vì vậy cần phải khảo sát thăm dò ý kiến người lao động để xác định nhu cầu đào tạo cho phù hợp và chính xác hơn.
