Đối với ngành sữa thì môi trường chính trị tương đối ổn định, không có các thể chế hay quy định hạn chế sự phát triển của ngành sữa. Bên cạnh đó còn có các chính sách hỗ trợ của Nhà nước: khuyến khích chăn nuôi và chế biến bò sữa cho người nông dân tạo điều kiện cung cấp nguyên liệu đầu vào cho các công ty trong ngành rất lớn; chăm lo sức khỏe, chống suy dinh dưỡng, khuyến khích dùng sữa để cải thiện sức khỏe, vóc dáng, trí tuệ cho tất cả mọi người đặc biệt là trẻ nhỏ và người già…
Việc Việt Nam gia nhập WTO còn là cơ hội giúp cho các doanh nghiệp sữa Việt Nam có cơ hội tiếp cận được nguồn cung nguyên liệu sữa từ nước ngoài với giá rẻ hơn khi mà các hàng rào thuế quan đươc giảm bớt. Tuy nhiên bên cạnh lợi ích chi phí nguyên liệu thì các doanh nghiệp sữa trong nước cũng phải đề phòng mối nguy cơ về cạnh tranh thị phần trước sự xâm nhập vào thị trường của các hãng sữa ngoại.
