- Thực hiện một số giải pháp bổ sung; khởi động các chương trình, dự án, đề án của giai đoạn 2009 – 2020.

Giai đoạn 2 (2011 - 2015) tập trung vào các trọng điểm sau:

- Triển khai chương trình giáo dục mầm non mới; chuẩn bị chương trình giáo dục phổ thông mới, đồng thời tăng cường sử dụng các chương trình đào tạo tiên tiến quốc tế ở các cơ sở đào tạo nghề nghiệp và đại học; triển khai chương trình ngoại ngữ mới trong toàn bộ hệ thống giáo dục.

- Tổ chức đánh giá quốc gia và tham gia chương trình đánh giá quốc tế về kết quả học tập của học sinh

- Tiến hành đổi mới cơ cấu và quản lý nhà nước đối với hệ thống giáo dục quốc dân

- Đổi mới mạnh mẽ công tác đào tạo sư phạm, công tác bồi dưỡng nhà giáo và cán bộ quản lý giáo dục.

Giai đoạn 3 (2016 - 2020) tập trung vào các trọng điểm:

- Đẩy mạnh việc xây dựng các đại học đạt tiêu chuẩn quốc tế

- Thực hiện những điều chỉnh cần thiết về các mục tiêu, chỉ tiêu chiến lược và đánh giá kết quả thực hiện chiến lược giáo dục

- 1. Việc xây dựng dự thảo chiến lược giáo dục 2009 – 2020 được tiến hành như thế nào?

- Dự thảo chiến lược phát triển giáo dục được khởi động từ sau khi Bộ Giáo dục và Đào tạo tiến hành tổng kết, đánh giá thực hiện giai đoạn I của Chiến lược phát triển giáo dục 2001 – 2010 (tháng 7 năm 2007). Sau khi Thủ tướng Chính phủ phê duyệt Báo cáo đánh giá thực hiện giai đoạn I Chiến lược giáo dục 2001 – 2010, lãnh đạo Bộ Giáo dục và Đào tạo đã giao cho Viện Chiến lược và Chương trình giáo dục (nay là Viện Khoa học Giáo dục Việt Nam) khởi thảo đề cương xây dựng chiến lược phát triển giáo dục giai đoạn 2008 – 2020.

- Tháng 8 năm 2007, Bộ trưởng Bộ Giáo dục Đào tạo ra Quyết định số 4354/QĐ/BGD-ĐT thành lập Ban biên soạn chiến lược phát triển giáo dục 2008 – 2020 do Bộ trưởng làm trưởng ban và Tổ thư ký giúp việc.

- Từ tháng 9/2007 đến tháng 4/2008, hàng tuần Bộ trưởng trực tiếp chỉ đạo và chủ trì các buổi làm việc xây dựng chiến lược phát triển giáo dục với sự tham gia của lãnh đạo Bộ, thủ trưởng các cơ quan trực thuộc Bộ. Trong thời gian này, Ngân hàng thế giới đã giúp Bộ Giáo dục và Đào tạo mời một chuyên gia quốc tế đến tư vấn cho Ban soạn thảo chiến lược giáo dục.
