Nguyên nhân do cuối tuần trước Quốc hội Mỹ bỏ lệnh cấm xuất khẩu dầu tồn tại suốt 40 năm qua. Ngoài ra, sản xuất dầu thô tại Mỹ đang tăng. Chưa hết, OPEC và Nga vẫn tiếp tục duy trì sản lượng dầu bất chấp giá ngày càng giảm.
