- Thành lập trường Đại học Phan Xi Păng trên cơ sở sắp xếp, tổ chức lại một số cơ sở đào tạo, nghiên cứu trên địa bàn (trường Cao đẳng và các cơ sở nghiên cứu hiện có về nông nghiệp công nghệ cao và một số cơ sở nghiên cứu khác). Trường hướng vào thực hiện nhiệm vụ: Phối hợp với các địa phương khác nhằm mở rộng phạm vi đào tạo, nghiên cứu khoa học để phát triển Đại học Phan Xi Păng thành trung tâm đào tạo và nghiên cứu khoa học phục vụ cho nhu cầu một số tỉnh Tây Bắc và Đông Bắc.
