2. Định hướng phát triển nguồn năng lượng sinh khối:
- Ưu tiên sử dụng năng lượng sinh khối cho sản xuất điện, khí sinh học, sinh khối viên sử dụng trực tiếp làm nhiên liệu và nhiên liệu sinh học lỏng. Nâng tỷ lệ sử dụng phế thải của các cây công nghiệp, nông nghiệp cho mục đích năng lượng từ khoảng 45% năm 2015 lên 50% năm 2020, khoảng 60% năm 2030 và khoảng 70% vào năm 2050.
- Nâng tỷ lệ xử lý chất thải chăn nuôi cho mục đích năng lượng (khí sinh học) từ khoảng 5% năm 2015 lên khoảng 10% năm 2020, khoảng 50% vào năm 2030, đến năm 2050 hầu hết chất thải chăn nuôi được xử lý.
- Nâng tỷ lệ xử lý chất thải thành phố cho mục đích năng lượng từ mức không đáng kể hiện nay lên 30% vào năm 2020, khoảng 70% vào năm 2030 và hầu hết được tận dụng cho mục đích năng lượng vào năm 2050.
- Tổng năng lượng sinh khối được sử dụng tăng từ khoảng 14,4 triệu TOE năm 2015, lên khoảng 16,2 triệu TOE vào năm 2020; khoảng 32,2 triệu TOE vào năm 2030 và 62,5 triệu TOE vào năm 2050. Trong đó:
