Theo Điều 119 Bộ luật hình sự 1999 Việt Nam, hành vi buôn bán phụ nữ là hành vi dùng tiền hoặc phương tiện thanh toán khác như vàng, ngoại tệ... để trao đổi mua bán phụ nữ, coi phụ nữ như một thứ hàng hóa, xâm hại trực tiếp tới nhân phẩm, danh dự, quyền tự do của phụ nữ.
