Để phát huy vai trò chủ thể của nôn

Để phát huy vai trò chủ thể của nông dân trong sự nghiệp công nghiệp hóa, hiện đại hóa nông nghiệp, xây dựng nông thôn mới, cần thực hiện đồng bộ, có hệ thống các biện pháp về kinh tế, chính trị, văn hoá, giáo dục, y tế, môi trường,...Bên cạnh công tác tuyên truyền, các cấp chính quyền địa phương cần thực hiện tốt quy chế dân chủ ở cơ sở, làm sao để “dân biết, dân bàn, dân kiểm tra”, cần quan tâm đào tạo, bồi dưỡng nâng cao trình độ, trang bị kiến thức cho nông dân, tạo điều kiện để nông dân phát huy vai trò làm chủ của mình; để người nông dân trở thành chủ thể tích cực tham gia vào quá trình xây dựng quy hoạch và thực hiện quy hoạch xây dựng nông thôn; chủ thể chủ động và sáng tạo trong xây dựng kết cấu hạ tầng kinh tế - xã hội ở nông thôn; chủ thể trực tiếp phát triển kinh tế và tổ chức sản xuất công nghiệp hóa, hiện đại hóa nông nghiệp, nông thôn; chủ thể tích cực, sáng tạo trong xây dựng và giữ gìn đời sống văn hóa –xã hội, môi trường ở nông thôn, là nhân tố góp phần quan trọng vào xây dựng hệ thống chính trị - xã hội vững mạnh, bảo đảm an ninh trật tự ở cơ sở.
