Chính sách dân số của chính phủ là nhằm nâng cao chất lượng cuộc sống của mỗi người, mỗi gia đình và toàn thể xã hội, phù hợp với chiến lược phát triển kinh tế - xã hội của đất nước, nâng cao chất lượng giống nòi. Để đạt được các mục tiêu tốt đẹp đó, Đảng và Nhà nước đã đề ra những chính sách dân số phù hợp với điều kiện của nước ta.

Xây dựng và thực hiện chiến lược quốc gia về nâng cao sức khoẻ, tầm vóc con người Việt Nam. Thực hiện tốt các chính sách dân số và kế hoạch hoá gia đình, duy trì mức sinh thay thế, bảo đảm cân bằng giới tính hợp lý, nâng cao chất lượng dân số. Đẩy mạnh xã hội hoá trong các lĩnh vực y tế, dân số - kế hoạch hoá gia đình và thể dục thê thao.

Tăng cường công tác lãnh đạo và quản lý, tổ chức tốt bộ máy làm công tác dân số từ Trung ương đến cơ sở. Làm tốt công tác thông tin, tuyên truyền, giáo dục với nội dung thích hợp, hình thức đa dạng về chính sách dân số.

Nâng cao sự hiểu biết của người dân về vai trò của gia đình, bình đẳng giới, sức khoẻ sinh sản, nhằm nâng cao chất lượng dân số về thể chất, trí tuệ, tinh thần. Nhà nước đầu tư đúng mức, tranh thủ các nguồn lực trong, ngoài nước, thực hiện xã hội hoá công tác dân số.
