Tác động trực tiếp của TPP cho ngành công nghiệp thủy sản Việt Nam đã được xác định là đến từ các biện pháp thuế quan (ưu đãi thuế đối với thủy sản của Việt Nam nhập khẩu vào các nước thành viên TPP cũng như ưu đãi về thuế đối với thủy sản của các nước đối tác TPP để nhập khẩu vào Việt Nam) và các biện pháp biên giới liên quan đến nhập khẩu (phòng vệ thương mại, rào cản kỹ thuật, các biện pháp vệ sinh và kiểm dịch thực vật, ...). TPP sẽ cho phép ngành công nghiệp thủy sản Việt Nam tiếp cận ưu đãi thuế quan (0%), trong khi xuất khẩu vào các nước thành viên TPP, đặc biệt là Hoa Kỳ và Nhật Bản - hai thị trường xuất khẩu chủ lực
chiếm khoảng 35% tổng kim ngạch xuất khẩu năm 2012 của ngành công nghiệp thủy sản Việt Nam.
