Cải tạo chi tiêu ngân sách.
Đây là cuộc chiến lâu dài mà nhiều nước EU đã thực hiện trong thời gian qua nhưng chưa đạt kết quả tôt đẹp. Mới đây, các nhà lãnh đạo EU đã vạch những giới hạn mới về ngân sách dài hạn của khối, đòi hỏi nới lỏng các quy định về thâm hụt ngân sách của các nước thành viên trong giai đoạn 2007-2013. Các nước đi đến một thống nhất về việc hạ thấp yêu cầu thâm hụt ngân sách từ 3% DGP xuống 1 % GDP vào năm 2013.
