- Căn cứ văn bản số 1438/SGTVT-HTGT ngày 30/07/2015 về việc thi công Gói thầu CW3A: xây lắp Hầm chui cầu Rào và đường dẫn (Km13+450 - Km16+100), Hạng mục xây lắp Hầm chui cầu Rào;
- Căn cứ tình hình thực tế hiện nay của khu vực dự án.
Theo chỉ đạo của Sở giao thông vận tải TP Hải Phòng và Ban QLDA khu vực các công trình GTVT về phương án đảm bảo giao thông phục vụ thi công hạng mục Xây lắp hầm chui cầu Rào và đường dẫn (Gói thầu CW3A) thuộc Dự án phát triển giao thông đô thị Hải Phòng, Nhà thầu đã hoàn thiện phương án Phân luồng giao thông để đệ trình Quý Cơ quan phê duyệt.
Theo phương án phân luồng trên, do tình hình thực tế giao thông trong khu vực hiện nay đã có những thay đổi, Sở GTVT đã cho cấm cầu Niệm và chuyển luông giao thông sang cầu Rào 2, đồng thời cũng do yêu cầu của sở giao thông vận tải Hải Phòng là khi cầu Rào 2 xẩy ra ùn tắc giao thông thì các phương tiện ô tô có tải trong ≤ 13T được thông qua cầu Rào 1. Nhà thầu đã thiết kế cầu tạm để xe ô tô lưu thông và chịu tải trọng < 13 tấn (khác với văn bản số 384/TB-SGTVT chỉ cho xe máy qua cầu Rào 1). Tuy nhiên, để đảm bảo cho người, máy móc thiết bị làm việc bên dưới cầu tạm trong suốt quá trình thi công, đề nghị Sở GTVT có văn bản thông báo chính thức về các loại xe ô tô được lưu thông qua cầu tạm và tải trọng tối đa của xe, nhằm hạn chế các xe chạy quá tải trọng cho phép lưu thông qua cầu tạm.
Nhà thầu rất mong được sự xem xét, chấp thuận cảu Quý Cơ quan về Phương án phân luồng giao thông trên, làm cơ sở để Nhà thầu triển khai công việc trên thực địa, đáp ứng tiến độ của dự án.
