HỢP TÁC ĐA PHƯƠNG

Để thúc đẩy tạo thuận lợi thương mại và đảm bảo an ninh an toàn quốc gia, Hải quan Việt Nam đã tích cực tham gia vào các hoạt động hợp tác hải quan trong các khuôn khổ các tổ chức quốc tế về hoặc liên quan đến Hải quan như Tổ chức Hải quan thế giới (WCO), Tổ chức thương mại thế giới (WTO), Hiệp hội các quốc gia Đông Nam Á (ASEAN), Diễn đàn hợp tác kinh tế Châu Á- Thái Bình Dương (APEC), Diễn đàn hợp tác Á- Âu (ASEM), Chương trình hợp tác tiểu vùng sông Mê kông mở rộng (GMS)…

Tổ chức Hải quan thế giới (WCO):
Hải quan Việt Nam trở thành thành viên chính thức của Hội đồng Hợp tác Hải quan (CCC), nay là Tổ chức Hải quan Thế giới (WCO) ngày 01/07/1993. Sau khi trở thành thành viên của WCO, năm 1997, Việt Nam đã gia nhập Công ước Kyoto về Đơn giản hóa và Hài hòa hóa thủ tục hải quan. Ngày 08/01/2008, Việt Nam gia nhập Nghị định thư sửa đổi Công ước Kyoto và Công ước sửa đổi đã có hiệu lực với Việt Nam vào ngày 08/4/2008. Năm 1998 Việt Nam tham gia Công ước HS về Hài hòa mô tả và mã hóa hàng hóa.
Từ tháng 6/2013, Tổng cục Hải quan đã chính thức có cán bộ làm đại diện hải quan Việt Nam tại WCO, với chức danh Tham tán tại Đại sứ quán Việt Nam tại Bỉ.

Tổ chức Thương mại Thế giới (WTO)
Ngày 07/11/2006, Việt Nam là thành viên chính thức của WTO. Các cam kết của WTO liên quan đến hải quan là việc thực hiện Hiệp định trị giá GATT, các Hiệp định về Quy tắc xuất xứ, Sở hữu trí tuệ và Hiệp định về Tạo thuận lợi Thương mại và các Hiệp định, Thỏa thuận khác liên quan đến xuất nhập khẩu và Hải quan.

Hiệp hội các quốc gia Đông Nam Á (ASEAN)
Trong khuôn khổ hợp tác Hải quan ASEAN, Hải quan Việt Nam là thành viên tích cực trong việc thực hiện các chương trình sáng kiến hợp tác hải quan khu vực, cụ thể là việc xây dựng và thực hiện Kế hoạch Chiến lược Phát triển Hải quan ASEAN (SPCD), xây dựng và thực hiện cơ chế một cửa ASEAN, cơ chế quá cảnh hải quan ASEAN, xây dựng và thực hiện Hiệp định Hải quan ASEAN mới, xây dựng và rà soát Danh mục Biểu thuế hài hòa ASEAN (AHTN) trên phiên bản HS cập nhật. Ngoài các hoạt động hợp tác nội khối, cùng với Hải quan các nước ASEAN, Hải quan Việt Nam đã và đang tham gia sâu rộng trong các chương trình hợp tác với các nước đối thoại và đối tác của ASEAN gồm Trung Quốc, Hàn Quốc, Nhật Bản, Úc-New Zealand, Mỹ với các hoạt động chủ yếu là hỗ trợ kỹ thuật trong các lĩnh vực kỹ thuật nghiệp vụ hải quan.
Hải quan Việt nam đã tổ chức đăng cai nhiều hội nghị, hội thảo trong khuôn khổ hợp tác Hải quan ASEAN. Năm 1995 và 2004 Hải quan Việt Nam đã tổ chức thành công Hội nghị Tổng cục trưởng hải quan ASEAN lần thứ 3 và lần thứ 12. Tháng 6/2014, Hải quan Việt Nam đăng cai tổ chức Hội nghị Tổng cục trưởng Hải quan ASEAN lần thứ 23.

Diễn đàn hợp tác kinh tế Châu Á- Thái Bình Dương (APEC)
Việt Nam trở thành thành viên chính thức của APEC từ năm 1998. Hải quan Việt Nam tham gia tích cực và triển khai có hiệu quả các hoạt động hợp tác trong khuôn khổ diễn đàn hợp tác Kinh tế Châu Á- Thái Bình Dương APEC, chủ yếu thông qua Tiểu ban Thủ tục hải quan APEC (SCCP) và Ủy ban Thương mại và đầu tư APEC (CTI): Hải quan Việt Nam đã hợp tác chặt chẽ với các cơ quan hữu quan xây dựng chương trình hành động quốc gia, đã và đang thực hiện các cam kết trong khuôn khổ Kế hoạch hành động tập thể - CAP (gồm các nội dung liên quan đến nghiệp vụ Hải quan). Hải quan Việt Nam cử cán bộ tham gia các hội thảo, phiên họp chương trình đào tạo nghiệp vụ do APEC tổ chức; tích cực chủ động tham gia các phong trào, chiến dịch do các thành viên APEC đề xuất.
