Theo nhận định của UBND TP HCM, đến thời điểm này, làn đường dành riêng cho xe buýt trên địa bàn thành phố vẫn chưa có, dòng phương tiện lưu thông hỗn hợp cùng xe máy và ô tô rất khó khăn và thiếu an toàn, xe buýt khó dừng tại các trạm đón khách.
Cùng đó, hệ thống bến bãi còn rất hạn chế, chỉ chiếm gần 0,1% diện tích đất đô thị, thiếu quỹ đất xây dựng trạm trung chuyển, bãi đậu xe, nhất là dành cho giao thông công cộng. Tổng diện tích bến bãi hiện có là 70,36 ha/1.145,88 ha, đạt tỷ lệ 6,14% so với chỉ tiêu quy hoạch đề cập tại Quyết định số 568/QĐ-TTg. Riêng bến bãi dành cho hoạt động vận tải hành khách công cộng (VTHKCC), trên địa bàn hiện có 26,17/191,05ha - đạt khoảng 13,7% so với chỉ tiêu quy hoạch.
Mặt khác, phần lớn các tuyến đường trên địa bàn đều hẹp, dòng phương tiện lưu thông hỗn hợp do không đủ số làn xe cần thiết; chỉ có khoảng 14% số đường có lòng đường rộng trên 12 m để có thể tổ chức vận chuyển hành khách bằng xe buýt được thuận lợi; 51% số đường có lòng đường rộng từ 7 - 12 m chỉ phù hợp cho xe ô tô con, xe micro - buýt lưu thông; 35% số đường còn lại có lòng đường rộng dưới 7 m chỉ phù hợp cho xe hai bánh lưu thông.
Đối với hệ thống trạm dừng xe buýt, hiện thành phố có 4.154 vị trí trạm (trong đó có 497 nhà chờ xe buýt, 2.295 trụ dừng xe buýt, 119 biển treo trạm dừng xe buýt và 4.059 ô sơn). Tuy nhiên, một số trụ dừng, nhà chờ xe buýt đã dần xuống cấp (đa số là các vị trí ở vùng ven, ngoại thành) cần được nâng cấp, cải tạo hoặc thay thế mới theo hướng bổ sung thêm các tiện ích phục vụ hành khách như: Tay vịn, ghế ngồi, ứng dụng CNTT
