Trước mắt thành phố sẽ tập trung xây dựng các nhà trẻ cho con công nhân từ nguồn ngân sách thành phố. Đối với KCN mới thành lập và mở rộng, sử dụng đất ở khu đô thị liền kề để phát triển đồng bộ các hạ tầng xã hội phục vụ người lao động và dịch vụ phục vụ sản xuất.
