1.3. Explanation of termsIn this regulation, the terms below are interpreted as follows:1.3.1. industrial waste (hereinafter abbreviated as CTCN) is the waste arising from industrial processes, including hazardous waste and non-hazardous waste (waste).1.3.2. CTCN incinerator is CTCN processing equipment system by the method of burning attached waste gas treatment system.1.3.3. The burn (or combustion) is the area of use of heat fireplaces CTCN, include:a) primary combustion Zone is the area using heat to convert waste into gas and be solid (ash, slag, dust);b) secondary combustion Zone is the area using high temperature to scorching gas stream components are transformed from the primary combustion.1.3.4. the burning times (retention time) is the time line of the gas moving from point to point, out of the secondary combustion in temperature conditions specified in table 1 of this regulation.1.3.5. The exhaust is a mixture of physical components into the environment the air emissions from the incinerator's smokestack CTCN.1.3.6. Ash slag is the solids remaining after incineration of waste in the incinerator CTCN.1.3.7. The cleaner is the generic name for dust and fly ash generated during the incineration of waste, are retained in the waste gas treatment process.1.3.8. Capacity (capacity) is able to handle of the incinerator CTCN, is calculated by the number of maximum waste incinerator CTCN scorching was completely in one hour (kg/h).1.3.9. the licensing authority is the General name for the Agency licensed hazardous waste management or the Agency confirmed the implementation of public works, environmental protection measures before putting into operation CTCN incinerator for cases not licensed hazardous waste management according to the rules (non-hazardous waste incinerator or furnace only had the purpose of self hazardous waste generated internally within the industrial facility).2. TECHNICAL REGULATIONS2.1. basic technical requirements for industrial waste incinerator2.1.1. CTCN incinerator must have active processes according to the principle of burning multiple levels, minimum required two combustion zone (primary and secondary). The volume of the combustion zone is calculated based on the capacity and time saved burning incinerator CTCN as specified in annex 1 attached to this regulation.2.1.2. in CTCN incinerator must have smaller pressure external pressure (negative pressure) to limit smoke escape the environment through waste loading door.2.1.3. The chimney of the furnace burning CTCN must ensure the following:a) chimney height must be calculated accordingly, ensures the requirements on air quality around when dispersed in the air environment, but not lower than 20 (twenty) m from the ground. The case within 40 (forty) m from the foot of the chimney there are large obstacles (such as trees, houses, hills ...) then the chimney is higher than a minimum of 3 (three) m compared to the highest point of obstructions;b) the chimney must have a score (the door) exhaust gas sampling with the diameter or width of each minimum length 10 (ten) cm, with lid to adjust the extension, enclose the operations floor ensures safe, convenient approach and sampling. Sampling points must be in the range between the two following locations:-Access: highest point of the upper connections between pipe from exhaust gas treatment system with flue a distance with 7 (seven) times the internal diameter of the chimney;-Upper: the lower chimney 3 (three) m.2.1.4. In the course of normal operation, the basic specifications of the incinerator CTCN must meet the provisions in table 1 below:
