Một trong những yếu kém nữa là thiếu cán bộ phân tích thông tin có trình độ cao. Nguyên tắc quản lý tuân thủ với việc tập trung kiểm tra, kiểm soát trọng điểm đòi hỏi cán bộ hải quan phải có trình độ phân tích, xử lý thông tin, năng lực vận hành công nghệ kỹ thuật hiện đại…… Song quan trọng hơn là sự mẫn cán, trách nhiệm cao với nghề, từ khâu thu thập, cập nhật thông tin, đến chủ động phát hiện những gian lận vi phạm của doanh nghiệp hoặc sự sơ hở bất cập trong quy định pháp luật.





Hiện nay, bên cạnh số cán bộ hải quan quyết tâm đổi mới, cải cách, cũng đã xuất hiện một số trường hợp cán bộ hải quan một phần do yếu kém về nghiệp vụ, một phần do thiếu trách nhiệm, thậm chí sa sút về đạo đức phẩm chất mà mắc sai phạm, để lọt gian lận.
