Ngành chăn nuôi bò sữa hiện tại ở Việt Nam chủ yếu là hộ gia đình (95%). Tổng sản lượng sữa tươi chỉ đáp ứng được 20 -25% lượng sữa tiêu dùng, còn lại phải nhập khẩu. Sau một số năm phát triển quá nóng, từ năm 2005 sự phát triển của ngành chăn nuôi bò sữa cũng đã chững lại và bộc lộ một số khó khăn, yếu kém mới, nhất là trong vấn đề tổ chức quản ly vĩ mô và tổ chức quản ly sản xuất các cơ sở chăn nuôi → thách thức đối với sự ổn định nguồn nguyên liệu.
