Kiểm soát chặt chẽ việc lập, thẩm định, phê duyệt chủ trương đầu tư và quyết định đầu tư các dự án đầu tư công; chấn chỉnh và tăng cường trách nhiệm của các cơ quan lập, thẩm định, phê duyệt chủ trương đầu tư và quyết định đầu tư các dự án đầu tư công thuộc thẩm quyền

Thực hiện đa dạng hóa các nguồn vốn và hình thức đầu tư, ưu tiên phát triển hình thức đầu tư đối tác công tư PPP; tranh thủ các nguồn vốn vay ưu đãi, vốn ODA, các nguồn vốn hỗ trợ từ ngân sách Trung ương, trong đó: các dự án trọng điểm sử dụng nguồn vốn phát hành Trái phiếu chính quyền địa phương, các dự án cấp bách khác dự kiến sử dụng nguồn tăng thu để thực hiện giải phóng mặt bằng và ứng trước từ các nguồn vốn khác để thực hiện nhiệm vụ xây lắp; huy động và sử dụng có hiệu quả các nguồn vốn từ cộng đồng dân cư, doanh nghiệp trên địa bàn tỉnh; tiếp tục huy động các nguồn vốn vay ưu đãi, vay tín dụng phát triển để đẩy nhanh tiến độ đưa vào sử dụng một số công trình quan trọng, cấp thiết.
