Thông tin về tình hình sản xuất xăng dầu của nhà máy lọc dầu (NMLD) tại Việt Nam như sau:

1. Thông tin về các nhà máy lọc dầu trong nước

Tóm tắt về hiện trạng các NMLD trong nước như sau:

- Dung Quất (Quảng Ngãi) thuộc công ty TNHH MTV lọc hóa dầu Bình Sơn, công suất chế biến 6,5 triệu tấn/năm, vận hành thương mại từ năm 2009, đang hoạt động ổn định.

- Dự án Liên hợp lọc hóa dầu Nghi Sơn (Thanh Hóa) thuộc công ty TNHH Lọc hóa dầu Nghi Sơn (NSRP), công suất 10 triệu tấn/năm với sự tham gia góp vốn chủ yếu của các nhà đầu tư nước ngoài (PVN góp 25,1 % vốn điều lệ) đã được khởi công năm 2013, hiện đang tích cực thực triển với mục tiêu hoàn thành vào năm 2017.

- Các dự án nhà máy lọc dầu Vũng Rô (Phú Yên), công suất 8 triệu tấn/năm (100% vốn đầu tư nước ngoài); Dự án nhà máy lọc dầu Nhơn Hội (Bình Định), công suất 20 triệu tấn/năm; Dự án nhà máy lọc dầu Long Sơn (Bà Rịa -Vũng Tàu) và Dự án nhà máy lọc dầu Nam Vân Phong (Khánh Hòa) đang trong giai đoạn tìm kiếm đối tác đầu tư hoặc chuẩn bị đầu tư nên chưa có thông tin cụ thể về tiến độ và chất lượng sản phẩm.

- Ngoài ra, các nhà máy chế biến Condensate: Cát Lai tại thành phố Hồ Chí mInh (Sai Gon Petrol), Cái Mép tại Bà Rịa - Vũng Tàu (PV oil Phu My), Nam Việt tại Cần Thơ (Nam Viet Oil Refinery and Petrochemicals JSC), Đông Phươg tại Cần Thơ (Orient Oil & Gas JSC) đang vận hành cung cấp 05 -1,0 triệu tấn xăng dầu/ năm cho thị trường trong nước. Hiện các nhà máy này đang gặp khó khăn về chất lượng sản phẩm (sau khi đã ngừng lưu thông xăng A83).

Như vậy, lượng xăng dầu trong nước cung ứng ra thị trường hiện nay phần lớn từ nhà máy lọc dầu Dung Quất (đáp ứng khoảng 30% nhu cầu trong nước). Trong giai đoạn tới, sau khi Dự án liên hợp lọc hóa dầu Nghi Sơn và Dự án nâng cấp, mở rộng nhà máy lọc dầu Dung Quất đi và vận hành (vào năm 2017 và năm 2021) thì sản phẩm xăng dầu trong nước chủ yếu được cung cấp từ 02 nhà máy lọc dầu (đáp ứng 70-80% nhu cầu trong nước).
