Trước tình hình Mĩ và chính quyền Sài Gòn phá hoại việc ngừng bắn, ngày 28-6-1973, Quân uỷ Trung ương xác định nhiệm vụ trước mắt của các lực lượng vũ trang nhân dân miền Nam là nắm vững chiến lược tiến công, đánh bại mọi hành động lấn chiếm của quân đội Sài Gòn, giữ vững vùng giải phóng và chính quyền cách mạng; đồng thời chuẩn bị sẵn sàng về mọi mặt, kiên quyết tiêu diệt lực lượng đối phương mở rộng chiến tranh quy mô lớn.
