Mục đích của chương trình quan trắc nhằm kiểm soát, đánh giá chất lượng môi trường tại thời điểm cơ sở đang hoạt động, dựa vào bộ tiêu chuẩn, quy chuẩn môi trường Việt Nam, so sánh đánh giá từng chỉ tiêu môi trường được quan trắc, từ đó tìm ra những công đoạn trong dây chuyền sản xuất, các nguồn thải đã phát sinh ra các chất gây ô nhiễm vượt mức quy định cho phép theo tiêu chuẩn môi trường và đề xuất các giải pháp công nghệ nhằm giảm thiểu những chất gây ô nhiễm đến môi trường.
