Việt Nam tích cực thực hiện các kế hoạch hành động của ASEAN"
Nhân kỷ niệm 49 năm ngày thành lập Hiệp hội các quốc gia Đông Nam Á–ASEAN (8/8/1967- 8/8/2016) và 21 năm Việt Nam gia nhập ASEAN, phóng viên TTXVN đã có cuộc phỏng vấn Thứ trưởng Bộ Ngoại giao Lê Hoài Trung, Trưởng SOM ASEAN Việt Nam về những nội dung liên quan đến ASEAN, quan hệ Việt Nam-ASEAN.
Sau gần nửa thế kỷ hình thành và phát triển, Cộng đồng ASEAN đã chính thức ra đời vào ngày 31/12/2015. Từ đầu năm đến nay, Cộng đồng ASEAN có những bước tiến gì thưa Thứ trưởng?
Nét bổi bật của Cộng đồng ASEAN kể từ khi thành lập đã triển khai những kế hoạch đề ra. Trong lĩnh vực hòa bình, an ninh có gần 300 dòng hành động trong kế hoạch đề ra đã thực hiện được khoảng 40%. Trong lĩnh vực kinh tế đã thúc đẩy được các hoạt động, nhất là liên kết với các đối tác bên ngoài và thực hiện những thỏa thuận trong khuôn khổ của Cộng đồng Kinh tế ASEAN và trong lĩnh vực văn hóa, xã hội cũng như vậy. Hiện nay cả thế giới đều biết đến sự ra đời của Cộng đồng ASEAN, uy tín của ASEAN với cộng đồng quốc tế rõ ràng đã được nâng cao.
Trên lĩnh vực kinh tế, trong 7 tháng vừa qua ASEAN đã có những bước tiến nổi bật đó là thực hiện những kế hoạch đề ra, như tiếp tục thúc đẩy đàm phán Hiệp định đối tác kinh tế toàn diện khu vực ; thực hiện sáng kiến kết nối trong ASEAN. Đồng thời các nước đi vào những hợp tác sâu hơn trong lĩnh vực chuyên ngành như tài chính, lao động, thương mại, đầu tư thúc đẩy hợp tác giữa các nước thành viên ASEAN.
Khi trở thành công dân của ASEAN, người dân có được môi trường hòa bình, ổn định hơn. Rõ ràng với việc Cộng đồng ASEAN ra đời đã tạo nên sức mạnh tập thể, tạo nên sức mạnh chung đoàn kết để cùng nhau xử lý các thách thức an ninh truyền thống và phi truyền thống, ví dụ như vấn đề chống khủng bố hay đóng góp vào duy trì hòa bình, an ninh, chống tội phạm...
Thị trường chung ASEAN có tới hơn 600 triệu người, với việc xóa bỏ hàng rào thuế quan, hạn chế hàng rào phi thuế quan, thúc đẩy đầu tư, sẽ đem lại việc làm nhiều hơn.
Dự kiến đến năm 2025, việc thành lập Cộng đồng ASEAN sẽ giải quyết việc làm cho khoảng 14-15 triệu lao động. Lực lượng lao động của Việt Nam chiếm khoảng 1/6 lực lượng lao động ASEAN hiện nay, như vậy Việt Nam có thể giải quyết việc làm cho khoảng 1-2 triệu lao động.
Trong lĩnh vực văn hóa-xã hội, ngay cả việc du lịch, đi lại cũng thuận lợi hơn, chứng nhận về bằng cấp, cho phép làm việc tại các quốc gia ASEAN trong một số ngành nghề đã tạo điều kiện rất thuận lợi cho người dân ASEAN.
Hướng tới một nền văn hóa chung ASEAN cũng là một trong những hoạt động rất cụ thể.
Tỷ lệ khách du lịch các nước ASEAN đến Việt Nam đông hơn, người Việt Nam đi du lịch đến các nước ASEAN cũng nhiều hơn, điều kiện đi lại thuận lợi hơn, hiểu biết nhau hơn.
Việt Nam đã có những đóng góp như thế nào để góp phần vào việc xây dựng Cộng đồng ASEAN phát triển vững mạnh thưa Thứ trưởng?
Những đóng góp của Việt Nam được thể hiện ngay từ khi Việt Nam gia nhập ASEAN. Đến nay, đóng góp lớn của chúng ta chính là thực hiện đường lối đối ngoại hòa bình, hợp tác và phát triển. Do đó hoạt động của Việt Nam trong ASEAN và ngoài ASEAN đều theo định hướng như vậy.
Việt Nam đã đóng góp vào việc xây dựng Kế hoạch để triển khai Tầm nhìn ASEAN đến năm 2025, đi đầu trong việc hình thành Cộng đồng kinh tế ASEAN. Việt Nam là đầu mối trong việc chủ trì các phần về đầu tư, dịch vụ trong các cuộc đàm phán liên quan đến thương mại, liên kết kinh tế. Trong lĩnh vực chính trị, an ninh, Việt Nam đã rất tích cực thực hiện các hoạt động trong ASEAN.
Hiện nay, vai trò trung tâm của ASEAN được coi là một trong những yếu tố quan trọng nhất trong việc xây dựng và phát huy Cộng đồng ASEAN. ASEAN có được tiếng nói trong những vấn đề chiến lược.
Việt Nam đã tích cực tham gia vào việc xây dựng và thực hiện các kế hoạch hành động, chủ động đưa ra những sáng kiến cụ thể trên nhiều lĩnh vực, chủ trì các cuộc thương lượng và triển khai các sáng kiến, các cam kết của Việt Nam liên quan đến vấn đề đầu tư, xuất nhập cảnh, cam kết trong vấn đề an ninh, chính trị, lãnh sự…
Thời gian gần đây, ASEAN đứng trước nhiều thử thách, trong đó có vấn đề về đoàn kết, thống nhất trong ASEAN, ông có bình luận gì về vấn đề này?
Không chỉ ASEAN mà các tổ chức khu vực đang đứng trước những diễn biến phức tạp của tình hình thế giới. Về kinh tế, rõ ràng quá trình phục hồi k hông chắc chắn.
